Try steeping the herb mixtures in a large saucepan and adding the strained infusion to your bathwater. I'm sure that's already been recommended, but that's how I do it because, guess what, they plug my drain too!

Everyone does things differently. In my opinion, once the oil is gone I consider the leftover herbs to be ritual remnants and I dispose of them accordingly.

You can usually tell from the look and smell of the herb. If it's lost its smell, smells bad or shows visible signs of decay, it's a safe bet that you should replace it. The same goes for oils. You can add vitamin E to your oil to help preserve them and get a little more life out of them.
