Would a freezer spell still work if two people are in an ok place? For example if im trying to freeze someone out of my life, is it better to wait until something bad happens and freeze then due to "freezing" in a bad place, or does that not really matter?

I am having issues with deploying a spell. I live in an area where it is very cold and full of snow.....burying wont work at the moment due to all th snow and freezing of the ground...also throwing it into running water wont work as all the rivers are frozen...any other suggestions?
