Not mandatory but, quota is 25 a week

1) why am i required to pay first before recieving a consultatation? i have been through enough and i would like to find out IF the 'reader' is accurate enough for me to pay, as opposed to sending money and recieving nothing, not hearing back or having no refund for services ...
