Here is a list of how many Mercury Dimes were minted by year and mint location (P=philadelphia, D= denver, S= san francisco). They are easy to get and LM has the best price around for the dimes! I have found that the oils keep for a very long time if stored out of direct sunlight, in room temperature spaces, with the lid kept on tight. I would not suggest keeping them in the refrigerator though.

While you do probably do not need an altar, I can attest that my altar feeds/channels my energy into what I am working on very well. I would encourage all people who wish to explore an altar space in there home to go ahead and try it. It is a wonderful experience/space.
