Quassia, also known as Bitter Root, is one of the "fever barks" -- natural herb remedies traditionally used to lower fever and to prevent further episodes of intermittent or recurrent fevers -- but it is best known in hoodoo because rootworkers often use it in controlling spells as a substitute for a personal concern of someone on whom spiritual work, either kindly or harmful, is being done. Combined with person's name and burned on charcoal, Quassia is said to provide a link to the one thus named.

Just to to make sure I have this correct:

I take three photos, write out the full name on each photo, burn the first photo with quassia on charcoal, then take the second photo with more quassia mixed with the first ashes, and burn it on the charcoal, then take the final photo, last of the quassia and first two batches of ashes and burn them all on the charcoal.

Then I can use that mixture in a doll baby?

The Mango Witch,

You take the photo and name paper and burn the chips, then take the ashes and mix it with an intentional oil to dampen it, use that in the doll-baby as the personal concern.
