The annoying guy, I would throw his name in a freezer to freeze him out of your life and stop his advancement.

If the candle is burning positive but no movement I would ask the Rootworker what else can be done to bring him, maybe he is but needs more fire to get him going, such as a Fire of Love candle to increase passion, or a moving candle that leads him directly to you.
