Yes, you can use the oil before, after, with, or without a candle.

For example, you could write your petition on a piece of paper, dress it with the oil, crumple it up, place it on a fire-proof surface, burn it, and then scatter the ashes into the wind as you call for the blockages to be busted apart.

Or say there was a door that has been symbolically closed to you for a job you want in a different department of the company you work for. You could dress your hands with the oil and use it to open the literal, physical door to represent the removal of blockages to your career progress.

While you wait for the candles that you ordered from Lucky Mojo, I would start with what you have, the oil. Pray over the oil, Psalms 65, to open your roads, then dress your feet with it. It is also common to recite from Joshua 6:1-20 for the walls of Jericho to come down, opening the roads. Continue this when you get the candle.

I have a couple more questions if you don't mind. This is more for a friend who wanted me to ask. She had told me that they way she did her was to "carve anything on a candle she wishes to unblock"

So if her situation is basically Her, Person A and a interfering party Person Z. Person Z has been meddling and tore up the relationship between Her and A. They're now on speaking terms again but not as frequently

Could they petition to unblock the situation by carving or stating stuff like this?

"Lack of communications with Person A"
"Third Party Interference "
"Remove Person Z "

Also would it be ok to carve the persons name on the candle (Rival and Target) or just the intention is fine? They want to be closer again with "Person A"

There are many ways to dress and prepare a candle. You can carve all over it, you can carve horizontal or vertical, you can draw seals, names, petitions etc.

For a Block Buster candle start at the base and carve upward on what you want removed, "All obstacles and communication issues blocking the friendship of person A and B, remove the trouble caused by person Z".
